Adamawa State is embarking on a significant digital transformation of its land administration system, aiming to enhance transparency, efficiency, and accessibility for citizens and businesses. This ambitious initiative, spearheaded by Governor Ahmadu Umaru Fintiri's administration, seeks to replace outdated manual processes with a modern digital framework. The move is expected to address long-standing issues of delays, bureaucratic bottlenecks, and limited access to reliable land records that have plagued land administration in many parts of Nigeria.

The digitization project involves the implementation of an automated, end-to-end digital platform for the entire land administration lifecycle. This includes new land applications, registration and verification, Certificate of Occupancy (C of O) applications, conditional surrenders, ground rent management, and search reports. The new system is designed to simplify legacy processes, reduce manual interventions, and significantly improve the turnaround time for land-related services.

As part of the implementation, the Ministry of Land has received advanced technological tools, including AI-capable Xenox Enterprise scanners and all-in-one computers. These resources are crucial for the digital archiving of land certificates, a move that has already garnered recognition from the Nigeria Governors' Forum, positioning Adamawa State as a leader in innovative governance practices.

Officials have emphasized that the digitization will not only reduce employees' workloads but also ensure secure storage and easy retrieval of records, thereby fostering greater trust and transparency in the system. The initiative is also expected to make it easier for property owners to use land as collateral, attract investment, and reduce disputes tied to ownership, thereby opening up significant economic opportunities.

Key stakeholders from the Ministry of Lands and the Office of the Surveyor General have undergone technical training sessions on the new Adamawa State Land Administration and Allocation System, ensuring a smooth transition and effective utilization of the digital platform. This reform aligns with a broader trend across Nigerian states, where governments are increasingly leveraging technology to improve governance outcomes and stimulate economic activity.
